The Milton and Harbeson areas are linked not just by zip code but economic growth and agriculture. Environmentally, they are also linked by virtue of water. The creeks south of Milton, including the Beaverdam Creek, feeding into the Broadkill River.

Concerns exists regarding water pollution, especially from the Allen Harim Chicken plant on the Milton area. Other concerns exist regarding growing residential development south of Milton and around Harbeson but lack of supporting roads and other infrastructure. Also, there will be growing pressure for medical facilities, retail, and other things that need to be considered. These areas are growing toward each other and so they should be tied politically by legislative district (and council district) lines.
