Black and Brown populations were historically segregated into enclaves, and thus isolated from resources and opportunity for advancement. Analysis of county schools by race shows those clusters remain intact today. However, by grouping these neighborhoods together, African and Latino Americans could have a political voice, and create regional policies that would finally enable them to advance towards equality.
