Eureka Springs Community

Arkansas Fair & Equitable Mapping Awareness, Planning & Action Team
Dec. 28, 2021
Population: 1731
transportation LGBT+ housing elderly affordable
Cultural or Historical Interests
My community is made up of artists and writers and creative thinkers. We are affected by the lack of affordable housing for year-round residents.
Community Activities and Services
My community is the people of Eureka Springs- we gather at the Carnegie Public library for educational programs and to check out books and DVDs, we stay healthy by attending fitness classes at the Eureka Springs Community Center, and we hike the trails in town and in the parks- Black Bass Lake and Lake Leatherwood. Swim in the Kings River and Beaver Dam in the summer.
Economic or Environmental Interests
Tourism is my community’s biggest industry, but it is seasonal so there is seasonal unemployment. Many of the house are owned by people who only visit for a few weeks a year and otherwise rent out these homes as vacation rentals to tourists. There are many hotels here, so this many vacation rentals are not necessary, especially when the people who work at the restaurants have to live out of their cats because they can’t find an affordable apartment.
Community Needs and Concerns
Our town has very different needs and has a different economy than the other surrounding communities in Carroll County. We don’t have adequate public transportation, or even safe sidewalks. We have high taxes that serve to fund advertising the town to tourist, but very little public services funded by those taxes. So many of the local services (no-kill pet shelter, affordable medication, women’s shelter) are run entirely by non profits that are funded by donations and grants. The closest metro area is a minimum of an hours drive away. There are no facilities for a woman to get prenatal care or even deliver a baby in Carroll County- that means women often go without that sort of care.

Cultural or Historical Interests
My community is made up of many historical buildings, districts, and churches that should be better respected, maintained, and supported by local government.
Community Activities and Services
My community is made up of schools, library, parks, childcare centers, barbershops, laundry mat, numerous churches, organizations, and hair salons.
Economic or Environmental Interests
My city needs to be more accountable to filter tourism revenue to support surrounding communities, respect the history and developments of existing communities instead of breaking them apart for the city’s majority population and interests, maintain an inclusive history and historical structures for all ethic groups that fosters unity and adds to the tourism, and create more resources to support the homeless population.
Community Needs and Concerns
My community is beside the highly invested downtown district and lacks shared value concerns for surrounding & impacted African-American communities. My community is in need of greater social services resources, needs a transit system, needs more resources to deter violence, and greater support from law enforcement.

Community Activities and Services
College Station, AR., is within the Pulaski County Special School District.[7] It is zoned to College Station Elementary School (which serves students in kindergarten through grade five), Fuller Middle School, and Wilbur D. Mills University Studies High School. The College Station Clinic is a Homeless Health Center located on 4206 Frazier Pike.
Economic or Environmental Interests
College Station, AR., is in an urban area with a high unemployment rate and grossly under-resourced.
Community Needs and Concerns
College Station has now been moved to the 2nd congressional district when it was in the 1st and will be "drowned out" by the recent and once again, gerrymandered mapping. The community is in need of more afterschool resources and better housing practices and job opportunities.

Cultural or Historical Interests
My community is made up of primarily white and some moderately wealthy upper middle class families and single professionals. Others are students or residents at UAMS. Many new residents (here under 10 years.) It is an historically homogeneously white area; but historically had a large African-American Community within it (Pulaski Heights), red-lined in the 1950s. So there are people all over Little Rock who have ancestral ties back to the "heights" of Pulaski County. I want all of us, cultures, and history represented.
Community Activities and Services
My community is "hillcrest neighborhood district," which includes 48% of householders who rent their home and who tend to be under-represented.
Economic or Environmental Interests
Arkansas is the only state whose landlord-tenant law does not included an implied warranty of habitability. Renting in Arkansas is health harming. Historic preservation favors white southern aristocracy over others, inflates housing prices, and caters to a particular tourist market. Arts and Culture tend to do the same. We need to change our views of what art, culture, history in LR and Arkansas are.
Community Needs and Concerns
We have pockets of constituencies already under-represented within neighborhood districts; voice diluted when it comes to city government. The current redistricting that splits Pulaski County into several districts exacerbates the already negative impact.

We have many different churches, health care is readily available, but shopping isn't. We are mostly white, retired, and financially secure. Our situation here is unique in that we are split between two counties and really have no ties to urban areas.

Community Activities and Services
I work with a consortium of community organizations --NAACP, Agape Multicultural Ecumenical Network, People Helping Others Excel By Example, Gateway Community Assn, Webb Community Center, etc. -- to help meet the needs of the African American community in Garland County, Arkansas.
Economic or Environmental Interests
I would like to see employment opportunities where there is an opportunity for advancement as well as quality housing for African Americans and the poor. Also, in Districts 1 and 2, there is a lack of grocery stores where people can find affordable healthy foods and fresh produce.
Community Needs and Concerns
There are concerns when it comes to safety and the threat of gun violence. I would like to see crime prevention through restorative justice: drug treatment, deterrence programs, etc .

Economic or Environmental Interests

My community is the most urban, most populated and diverse in the state. My current representative in the state legislature represents a portion of my county and another less urban county. He leans toward the interests of the voters in the less urban county. I am not being represented fairly in this current situation. I absolutely do not want Pulaski County carved up into even more small, ineffective pieces. We need it to be intact to make the needed impact at the state level.

Cultural or Historical Interests
My community is African American family oriented, educators, proponents of diversity and equity
Community Activities and Services
My community includes my church in Jacksonville, Arkansas, my bowling leagues and friends. We enjoy gardening and healthy community gatherings and sharing information. We hate rhetoric spread to create division based on different skin tones and national origin, and religion. Also important is access to quality food, water and clean air. I am near the Arkansas river and enjoy fishing.
Economic or Environmental Interests
I’m concerned that we have the most environmentally toxic producers in or near the low income persons of color and minority neighborhoods. I am concerned about equity in education. Sensible gun control
Community Needs and Concerns
Keep people of like interest in the same district. Very concerned that Pulaski County is divided in some maps into 3 zones.

Community Needs and Concerns
We have a fairly large homeless population and many others who live below the poverty line. We do a lot to help these citizens and my community is a very helping community. We are also largely a Democrat community when it comes to voting—we believe in creating a social net for those less fortunate than we are.

Cultural or Historical Interests
I have lived here a year, and the cultural bond that I see everyday is the vast majority of people are Republicans. The shared history is the community that was established in 1970.
Community Activities and Services
I live in Hot Springs Village, which is a gated community, semi-rural, many churches for the population, many types of healthcare services are available. There is a private library, several modes of private transportation, many lakes, a variety of many organizations. Schools are 1 - 12 grades only. 1 grocery store, 1 Wal Mart, few restaurants.
Economic or Environmental Interests
Many lakes in the Village and also Lake Ouachita. Also 9 golf courses. These amenities attract tourists.
Community Needs and Concerns
Hot Springs Village is in Saline County and Garland County. It would be much better for it to be in one district. I attended a Board of Apportionment meeting in Benton. I was assured by 2 people on the panel that there would be no gerrymandering. I look forward to seeing that promise fulfilled.

Community Needs and Concerns
Like most of all Arkansas rural communities, the emergency medical and firefighter force is 90%+ volunteer. Young adults are challenged to join by the factors of time and money which they find to be scarce as they are trying to get ahead and even support a family. The personnel on average is aging in these districts which is a double-edged sword for retaining the experienced volunteers at the same time losing possible response time due to diminished physical ability and stamina that goes with an average age of responders over 50 years old. The equipment and apparatus one finds in the rural districts is often older hand-me-downs that are prone to failure during incidents.

Cultural or Historical Interests
Hot Springs Village is 51 years old and is made up of mostly middle to upper middle class professional retirees. There are a few POC residing here, but the majority of the population is white, conservative, and Christian.
Community Activities and Services
Hot Springs Village is divided by the Garland and Saline county lines. Most residents go to Hot Springs in Garland County for services such as shopping, dining, and CHI St. Vincent medical services. We are in the Jessieville School District, however the majority of residents in the Village are retirees. The Village is home to 11 lakes and 9 golf courses, miles of hiking trails, and acres of untouched forested land. We live here to enjoy the outdoors, and the amenities in the Village such as theater, concerts, restaurants, tennis, pickleball, miniature golf, our own library, and many different clubs devoted to group activities.
Economic or Environmental Interests
Most residents in Hot Springs Village are retired. Golf could be considered the main industry here. All residents are concerned with maintaining a healthy forest environment, as well as keeping our lakes in pristine condition.
Community Needs and Concerns
Hot Springs Village is a very large area and the residents struggle with the sometimes complicated issue of having a county line within our boundaries. I took my own straw-poll with one of our many Facebook groups asking if people identified more with Benton or Hot Springs, the unanimous decision was Hot Springs. As all Arkansas residents, we are very concerned with our right to vote, how far we're going to have to travel to vote, and how are our older less abled residents going to vote under the new districts.

My community is based in the Mississippi River Delta area and is economically depressed. There is a lot of agriculture and the potential for tourism that is currently under-utilized. The need to keep the Mississippi River as clean as possible is an ongoing concern.
Community Needs and Concerns
The Delta Area is economically depressed. There are few jobs, and most of those are agricultural based; but there is plenty of natural beauty and historical events for tourism that are under-utilized and under-developed. The community needs protection of natural resources such as the river, water-ways, and other low-lands. The community also needs support and investment to increase the tourism industry and support infrastructure required to both draw people to the area and provide adequate lodging and entertainment and dining while they are here.
